Background of the study
E-learning portals have become a vital tool in modern education by providing accessible and interactive learning environments. In secondary schools in Dutse, Jigawa State, the traditional classroom approach often falls short of meeting the diverse learning needs of students. An e-learning portal enriched with multimedia features—such as videos, animations, interactive quizzes, and discussion forums—can significantly enhance the learning experience by offering a dynamic platform for instruction (Adeola, 2023; Ibrahim, 2024). Such a portal allows students to access educational content at their own pace, engage in self-directed learning, and collaborate with peers regardless of time and location constraints. Moreover, multimedia content can cater to various learning styles, enabling visual, auditory, and kinesthetic learners to benefit equally. The integration of real-time feedback and adaptive learning pathways further personalizes the educational experience, thereby improving student performance and retention. However, the development and implementation of such e-learning systems face challenges such as high development costs, the need for robust digital infrastructure, and varying levels of digital literacy among students and teachers. This study aims to design and implement an e-learning portal tailored for secondary schools in Dutse, assessing its impact on student engagement and academic outcomes, and proposing strategies to overcome technical and operational challenges (Chinaza, 2023).

Statement of the problem
Secondary schools in Dutse, Jigawa State, face challenges in delivering quality education due to limited access to modern digital learning resources. Traditional teaching methods often fail to engage students, resulting in low academic achievement and reduced motivation. Although an e-learning portal with rich multimedia features can offer a transformative educational experience by providing interactive and personalized content, its implementation is hampered by several issues. High development and maintenance costs, inadequate digital infrastructure, and insufficient training for educators in using digital tools restrict the portal’s effectiveness. Additionally, disparities in student access to reliable internet and modern devices further exacerbate the problem, leading to inequitable learning opportunities. This study seeks to address these issues by evaluating the design and implementation of a multimedia-rich e-learning portal for secondary schools. The research will assess the portal’s impact on student engagement and learning outcomes, identify technical and operational challenges, and propose a set of recommendations to optimize the system for a resource-constrained environment (Ibrahim, 2024; Adeola, 2023).

The insights will help educational policymakers and administrators develop effective digital strategies that enhance learning outcomes and bridge the digital divide (Adeola, 2023; Ibrahim, 2024).

Scope and limitations of the study
The study is limited to the design and evaluation of an e-learning portal in secondary schools in Dutse, Jigawa State. Limitations include digital infrastructure variability, high development costs, and differences in user digital literacy.
